Have you tried connecting manually from a shell prompt? e.g.

$ telnet 212.163.193.10 8000

Is the IP address correct? Ideally, I would always recommend using the 
DNS address, if it is available.

If you can connect manually, then try doing:

set/debug raw

and watching what happens when you try to connect.
