Er.. I am confused.

What I would do is to remove him from the hop_table.pl (or just # out
the lines for now) and do a 'set/isolate F6KIF-3'. 

What this does is make you a leaf node on his system. The only PC19 he
will get is yours and his details will not propagate further than your
node.

He will get PC16/17 of your users, but DxNet (AFAIK) handles this just
fine. Actually, I was not aware that there was any special problem with
routing PCxx sentences on DxNet. Is he using some especially old
version?

Which ones? Some of them you can, some you can't.
