[Dxspider-announce] read-only mode?

Here's a thought prompted by a sysop:

"I still have one question about DXSpider. We have a troublemaker in DE 
who has had his license revoked. Now he hangs around in DX clusters and 
insults OMs and writes fake spots.
I thought about setting the cluster to read-only, but then I have the 
problem with the many uses that I have to constantly unlock new users. 
Or the users go to another cluster because they think it doesn't work at 
my node anymore. Is it possible to extend the read-only function in such 
a way that all users get write access by default, but as a sysop you 
have the possibility to set troublemakers to read-only? So exactly the 
other way around to the current logic. That would save time."

Easy enough to do. Might be useful to others?
