Not directly, no. 

Having said that, there is a program that produces a CSV type file of an
opernam.dat file called 'export_opernam.pl'. I suspect that I could
write a small program to import an edited version of the output of this.

However, there are other ways of achieving what you might want such as I
send you the exported version of my user file and you load that into
your machine and run it. Then run update_sysop.pl (to overwrite your
particulars into it [as opposed to my view of them]). 

I suspect that will load most of your users as it has been collecting
data for several years now.
