[Dxspider-support] upgrade

Help! I am getting this error on startup of dxspider.
I have done everything I can think of, and still can't find the problem I have created. This is the error

loading user file system ...
starting listeners ...
IO::Socket::INET: Permission denied
Could not create socket: Permission denied 
        Msg::new_server('IntMsg', 24.237.4.235, 599, 'CODE(0x8933364)') called at ./cluster.pl line 382

[sysop at kl7g perl]$ 


anyone? when logged on as root it says the IO port is in use!
