[Dxspider-support] [POLL] dx by <call>

I would like to see the "by <call>" option removed.  I never liked it on
AK1A, and I don't see any useful purpose for this command now.  It is too
easy to use it to launch nuisance spots.  I think that you should only be
able to post DX spots using your login callsign.  Sure, you can log in
using a bogus callsign, but at least that makes them work a bit harder.
