        It may serve some useful purpose to keep the
"by_call" but I can't think of one right now. Since the
option exists I see no reason to NOT keep it BUT it should
be reserved for sysop level only so option 3 would seem
appropriate ( level 9 ).

A thought just occurred , as a sysop privilege the function
could be used to correct an incorrectly inputted spot by one
of the nodes users UNLESS the same can be achieved by spoof.
