[Dxspider-support] Inconsistencies with set/usstate

Hi Bob,

I looked back up the screen at the same info on N6WS-6, and the states are
showing correctly for the same spots.

One of my users had configured to set/usstate and noticed that some
spots showed the state of the originator (and spotted station if U.S.)
while others did not.  I confirmed this:
