Remember that lng time ago lock_nodes.pl was created to avoid all those
nodes not been defined as partners to connect to our nodes.

once you run lock_nodes.pl, all those nodes known by the system were
automatically locked out and just unlocking them was the way to permit
them to connect again.

The problem is when as you mentioned, somebody is running a cluster
with his own callsign, no ssid, as this person will be locked out
as node and as user too.
