[Dxspider-support] obscount bug

Dirk:
There is a bug relating to the value of obscount whenever a custom value
is set by including DXProt::obscount in the startup file.  It appears
that the custom value is correctly assigned to "nopings" in
DXProt::start.  However, at some point after the completion of
DXProt::start, the value of nopings (obscount) is changed to the default
value of 2.
