I am wondering on this...
I originally installed ActivePerl 5.6.1 build 635
When I changed to another computer I installed ActivePerl 5.8.2 build 808
the "ppm install" failed. I had to go back to 5.6.1
from the desk of Ed Wolf

It is therefore an internal perl bug of some kind.
Use a recent version of perl. I would recommend 5.8.2 or even 5.8.3 when
it comes out next week.
As a matter of interest, what version of perl (perl -v) are you running?
