urpmi perl-DB_File perl-Net-Telnet perl-TimeDate

if that isn't what they are called then do

urpmi -y db_file (or time or telnet), study the list and urpmi the
correct names

You don't need CPAN on a modern Mandrake, use urpmi instead!
