[Dxspider-support] SH/LOCKOUT command?

I've never used the LOCKOUT command, but out of curiosity issued SH/LOCKOUT
ALL from the console and discovered hundreds of callsigns listed (both
foreign/domestic). What would cause this, perhaps an adjacent ISOLATED
internet node? It doesn't seem to bother the operation of DX Spider though.
If this isn't normal, how can I remove the entire lockout list/file?

Running 1.51 build 57.263 under Windows 98se
