"man open" on my laptop gives the following blurb:
openvt - start a program on a new virtual terminal (VT)

Executable name may vary (open/openvt) and in the case of Debian it 
belongs to the console-tools package, but as usual YMMV. Try "man 
openvt" and, if that too fails, you need to install the relevant package 
for your distro.
