[Dxspider-support] Filtering question

The N8OJ node is connected with 2 different systems.  One of the system
passes on spots that have originated in Europe as well as US.  At the
user level I set a filter
accept/spot by_dxcc 226
to show only the spots originating from the USA.

How do I set this as a system wide filter so all users, present and
future. have this filtering and not have to enter it themselves?
