No it isn't an error. Whether it should be there at all is a debating
point that I don't know the correct answer to. 

The PMR "mid band" is between those frequencies. There are some VHF
enthusiasts to whom these frequencies are important and they track
things like MUFs and Es openings in this area.

It is only a shorthand label for 138000/165000. So instead of:-

rej/spot freq pmrmid

he could do:

rej/spot freq 138000/143999,146000/165000
