The trick is the source of your TLEs. If you get your TLEs from a foreign
source, then you can do whatever your agreement with the foreign source
allows. Does anyone know of a good non-restricted, non-US source of TLEs?
However, if your source of TLEs is derived from any US source, then your
source will stop distributing them to you by the end of March unless they
want to go to jail. By the end of March, the only way to get TLEs from any
US source (government, NASA, etc) is through the registered website. If you
get your TLEs from this website, it is illegal for you to distribute them.
