[Dxspider-support] Auto updating Keplerian elements.

It must be me because I can't get it to work. When the time comes 
round the script runs and spider says doing cron wget -N 
http://celestrak.com/NORAD/elements/amateur.txt but does nothing. 
Does not try to connect at all.
