And the reason probably is that installing usdb.gz does not give you
data that you didn't have before. For reasons of speed, the spot data
retains the state info at the time of spotting. If there was no state
info (because there was no usdb) then there is no stored state info so
'by_state il' won't work for that data.

However, as time passes, you will see stuff like above.
