This has to be something to do with aliasing or something related.
Please try this things:-

1. Make *sure* that there is no c:\spider\local_cmd\Aliases file.
2. in a command window as sysop type: set/debug command
3. open another window and do a: watchdbg (or look at the output from
the cluster.pl)
4. Try acc/spot and rej/spot and then show me what you get.

You should get something like this:-

17:50:39 <- I G1TLH acc/spot all
17:50:39 cmd: acc/spot
17:50:39 command: /spider/local_cmd acc/spot
17:50:39 command: /spider/cmd acc/spot
17:50:39 got dir: /spider/cmd/accept
17:50:39 got path: /spider/cmd cmd: accept/spots
17:50:39 path: acc/spot cmd: accept/spots
17:50:39 Redefining cmd_accept_spots
17:50:39 package: cmd_accept_spots
17:50:39 -> D G1TLH Filter 1 updated for G1TLH.pl

5. try a: load/cmd_cache and do the acc/spot again (this will then give
the full info like #4 above).

The "Filter 1 updated for G1TLH.pl" is what the command should give out.

Also look at c:\spider\cmd\accept\spots.pl (also the reject) and tell me
what version numbers they have
