[Dxspider-support] filter

Hello Frank, 
I get .pl acceptance from the KL7G cluster but it fails to do the filtering.
 
acc/spot on hf/cw and (by_dxcc kl,ha) or(by_state ct,ny,ga)
Filter 1 updated for KL7J.pl

Don't think it's working even with upper case.
France, RA, ZS and DK did the postings and it came thru over the top of the filter.
It also passed VHF when just HF was commanded.
