Actually, you DO need a valid license to post anything on a DX cluster since
there are many RF links.  If an unlicensed person sends an announce message
or spot, it becomes third party traffic when sent out over a packet link.
In the US, any class of license, as long as the original transmission falls
within their license privileges, is not regarded as third party if
retransmitted by a repeater or digilink.

Going back to Dirk's original statement about the AX.25 protocol, it will
probably take an act of God to change the callsign field there.

This is a specious argument.  If they are connecting via the Internet (i.e.
not by radio means), then they are not abusing their license privileges.  In
fact, no one really needs an amateur radio license to connect to an Internet
DX cluster (but what "callsign" would you make up in order to connnect?).
