[Dxspider-support] Update Kepler data

I guess I have had this problem from day one and did not know enough to
recognize it.  I changed local_cmd/load/keps.pl to recognize the ARLK
message.  load/keps <msg#>  does note update as Aurelio points out.
Exporting the message and ./convkeps.pl <file> does not update either.  When
I edited the exported file and removed the message tezt before and after the
elements, and   ./convkeps.pl -p <file> it all worked.  There must be
something not recognized in the surrounding text.
