[Dxspider-support] Rounding Error on spot frequencies

I just noticed that if I enter a spot with a frequency of:

nnnn.00 thru nnnn.05 it rounds to nnnn.0   (60% of the range) and
nnnn.06 thru nnnn.09 it rounds to nnnn.1   (40% of the range)

It should be:

nnnn.00 thru nnnn.04 rounding to nnnn.0 (50% of the range) and
nnnn.05 thru nnnn.09 rounding to nnnn.1 (50% of the range)

Easy to fix!
