[Dxspider-support] Announce dupes: ALL and SYSOP

Hello Dirk, hello all !

Here I'm running spider 1.54 build 0.101 on Linux, and I've seen that 
some announces are displayed two times for each user connected: one 
with dest address ALL, and the other one with dest address SYSOP.

Please, could everyone check this on his node ?!?
