Here's how to fix the Windows Telnet client:

c:\>telnet
telnet> set crlf
Will send carriage returns as telnet <CR><LF>.

telnet> open dxc.w1nr.net
Trying 64.105.110.66...
Connected to dx.w1nr.net.
