Oops, I was wrong.  I was using the Cygwin telnet client in Windows.  The one
in C:\WINDOWS\SYSTEM32 connects to dxc.w1nr.net just fine.

I do not have a ~/.telnetrc file in my Cygwin environment, nor do I have one on
the Linux box that demonstrated the other problem.  I was able to make one that
worked around the problem, however:

    # cat ~/.telnetrc
    DEFAULT
      set crlf
