Unfortunately that source of stuff is now old and I shall be 
discontinuing it.

If you want the latest version, then you must download

http://www.dxcluster.org/downloads/CVSlatest.tgz

or (new feature)

http://www.dxcluster.org/downloads/CVSlatest.zip

-z3 is not supported by the new CVS server. Sorry.
