[Dxspider-support] CTY.DAT and WL_CTY.DAT updated

[Jim Reisert AD1C]

I just updated CTY.DAT (DX Spider) and WL_CTY.DAT (CC Cluster) to add
these two calls:

   PE7T/VK9X
   N1YC/VK9X

They were being recognized by the home call and not as Christmas Island,
VK9X.
