[Dxspider-support] Can't find ActiveState Perl modules

I'm having trouble satisfying the Perl requirements for running DX
Spider. The installation instructions on the Wiki page say:
Additional packages
[...]
Just type:
ppm install net-telnet
ppm install timedate
ppm install db_file
I'm running: perl, v5.8.8 built for MSWin32-x86-multi-thread
(with 18 registered patches, see perl -V for more detail)

I can't find those packages:
ppm install failed: Can't find any package that provide net-telnet
ppm install failed: Can't find any package that provide timedate
ppm install failed: Can't find any package that provide db_file
I then tried the ppm gui. It's pointing to http://ppm4.activestate.com
but that says no packages are available.
I went to the section of the ActiveState web site where you can download
packages:
http://aspn.activestate.com/ASPN/Perl/Modules/
But there's no net-telnet listed here:
http://aspn.activestate.com/ASPN/Modules/Perl?module_name=N&order=name&query_start=71
What am I doing wrong?
