[Dxspider-support] A petition with the FCC

I have been made aware of a "Petition for Rulemaking" filed with the FCC
by Eric, K6VVA. The link is below.

Although I tend to agree with his position, I think the petition is very
rough and should have been worked over by a professional.  There are a
number of concerns I have with regards to sysops and what legal
ramifications it opens them up to.
