Ian,
I'm doing it as recommended in the manual, in /etc/inittab
# DX-Cluster
DX:235:respawn:/bin/su -c "/usr/bin/perl -w /spider/perl/cluster.pl" sysop > /var/log/spider.log
This is on SuSE but I imagine you should have /etc/inittab in Ubuntu as well
Hope this helps

Subject: [Dxspider-support] Ubuntu 9.10 autostart
Hi all,
My cluster machine has died and I am in the process of rebuilding. I have the cluster running but I cannot find how to autostart it in 9.10. event.d is not there in /etc. Has anyone any ideas please?
