Are you sure it's not still running ?

does 
netstat -tnlp show anything listing on the cluster port ?

for my cluster I see a line like this 
tcp        0      0 :::7300                     :::*                        LISTEN      25056/perl
or if you only have ipv4 support
tcp        0      0 0.0.0.0:7300            .0.0.0:*                        LISTEN      25056/perl


as sysop what does 
ps ux 
show?

where are you virtualising and what platform? Containers, XEN, KVM
VMware etc ? 

I am using XEN at Tagadab for EI7MRE and helped EI7SDX move there a
while back, so far it's been great
