Well, your reply solved the problem.

  filter1 accept by_dxcc w,ve

Now everyone is playing nice. But the following from the Filter manual 
on the Wiki leads one to think they can have up to 20 filters ::


. It acts on the reject filter in each slot before acting on the accept 
filter contained in that slot. If the slot is completely blank or if a 
reject or accept filter line is missing in that slot it skips right over 
to the next filter rule in the sequence.

Is the above out-dated ?? Seems to be.
