Why would users actually need to log in with the special event call, can
they not just log in with their normal call, it seems yet another thing
to police for abuse ?

For CEPT type calls such as EI/W1AN then Surely EI/W1AN just signs in as
W1AN.
If he spots then the spots appear from W1AN which is a bit less helpful
but will the protocols that actually distribute spots and connected user
information between nodes  handle correctly EI/W1AN anyway?
