[Dxspider-support] Not Allowed

I've setup two nodes on Ubuntu with no problems, but I'm having issues
with the one I just did on CentOS release 6.4 (Final).  Everything
looks correct including the privileges.

However, when I login with:
telnet 127.0.0.1 8000

and run "stat/user", it shows that I have "Privilege Level: 9".

But when I run "set/password" or "connect n9kt" it says "Not Allowed".

Any ideas on how to debug this?
