[Dxspider-support] Country prefixes

I just checked the last files(s) that were released, CTY.DAT in Feb
2013 and WPCLOC.RAW in Sept 2003.

In each pair, first one is CTY.DAT second one is WPXLOC.RAW

I don't know why Amsterdam mismatches, other than one has lower-case
in it.  But that's true of others also.

I agree that the rest are broken.  I thought I had fixed these, but
either I didn't, or they reverted to something else after the fix.  Or
I hand-edited a file and sent it to Laurie, but never updated them in
my database.

Anyway, the process to build the existing WPXLOC.RAW file that (most
everyone) has is convoluted and stupid.  The new process is much more
streamlined, and uses all the same data, so there should be no
mismatches.
