[Dxspider-support] UTF-8 encoding

Hey,

I'm currently adding Unicode support into my open Source Python PyHamTools
Library. PyHamTools does some of the heavy lifting at DXHeat.com.

Since DXHeat.com uses DX-Spider as it's interface into the DX-Cluster
network I'm wondering if DX-Spider and/or other DX-Cluster nodes / clients
are supporting other character encodings than ASCII (e.g. utf-8 or latin-1).
