[Dxspider-support] Autoate message

That bulletin is already being distributed. What you need is have a
chain of link partners that are forwarding bulletin messages to each
other. Then you will get them.

You also need to have the callsigns of each link partner in your
forward.pl database. For example:

'B',    'T',    'BULLETIN',     'F',    [  qw(KY4XX-3 N9KT-2 WR3D)  ],

After you make changes be sure to do a 'load/forward' on the console.
