I do not think that DX Spider uses the WPXLOC.DAT file.  Dirk can correct
me if I'm wrong.

WPXLOC.DAT is an attempt to create a more complete country file than either
WPXLOC.RAW or CTY.DAT by themselves.  For the most part, WPXLOC.RAW takes
care of prefixes, and CTY.DAT takes care of callsigns.  WPXLOC.RAW changes
far less frequently.

CTY.DAT is not complete, because rules for some of the prefix mappings are
built into the K1EA CT software itself, for countries that span multiple CQ
zones, like Australia, Canada, China, Russia and USA.  I think only CC
Cluster uses WPXLOC.DAT at this point.
