[Dxspider-support] CTY-2913 Country Files - 04 September 2019

This is one of those infrequent times when you should update WPXLOC.RAW as
well.  Here are the instructions with links:

This is because I added the "Sarawak-9M8" region, which is part of the 9M6
entity.  This way, "SH/H 9M6" and "SH/H 9M8" will give slightly different
results:
