It's just me then. I thought that every one had a badw_regex with the 
word tospot in it.

I must confess that had me scrabbling about with the debug.

On mature reflection a better log search would be: sh/log swore

I always do ann/local explicitly. I can't see why that would make a 
difference. It's the default. It also changed it to:

run_cmd('ann/local ' . ztime . ' Access to RBN spots is now available. 
Type HELP RBN and HELP SET/SKIMMER commands for more instructions.')

but should not make a difference either, because it is only eph_dup()ed 
with a timeout of 60 seconds.

So I am a bit concerned now.

BTW I'm not certain how sick your users are going to be seeing it once 
an hour...
