[Dxspider-support] Unregistered user can sends spot

Hello Dirk and all,

Here I'm running Spider V1.57 build 366.
I've noticed that on my node, despite having registration enabled, 
unregistered users can send DX spots.

Please, could someone verify if this happens on other nodes ?
Dirk, please, could you check the code ?

As a security measure, on my node I require user registration with 
password on registered callsigns.
