As already mentioned several times before, you need USERS, not new PARTNERS.

Partners won't give you extra users.
You now have already 8 partner nodes, and 1 user.
3-4 nodes is more than enough to get all the DX data you need. More nodes
will only result in more data transfer from and to you node, data you
already have with only 3 node-partners.
Users can only come when you advertise in DX groups, facebook pages, etc.
You won't find 1 extra user over here.
