[Dxspider-support] Respotting timer setting for contesting and dxing

The default skimmer respotting timer in DXSpider is set to 30 minutes.

This is far, far too long for serious dxing and contesting.

With such a setting, you are forced to set the spot aging timer in your
contest logger
to 31 minutes meaning that your bandmap will be cluttered with spots from
stations
that are no longer there. It will also mean that you cannot clear your
bandmap (which
you typically do for short 1-2 hour contests) at contest start
without missing a lot of
valuable spots.

Other cluster nodes use much lower numbers. CC Cluster has a fixed 3 minute
respotting timer.
AR Cluster has essentially zero since it, with standard settings, does not
consolidate spots.

Dirk guided me how to set this to another number. It is very easy. Just
include e.g.,

set/var $RBN::minspottime = 3*60

in /spider/scripts/startup. If the file does not exist, create it. Restart
DXSpider. Done.

I personally think the default should be 3 rather than 30 minutes but would
very much like
to hear any arguments for the current default.
