[Dxspider-support] SET/SEEME

No filters are applied to one's own SEEME spots. They are sent back to
you immediately after each spot is received from the RBN. Every skimmer
spot of your call received by the RBN will be sent back to you within a
few mSec of receipt by the node. Doing a set/dxcq and set/dxgrid will
also show the locator/zone (in that order) of that skimmer on the right
hand side of the time.

They are sent before any other processing that the RBN module normally
does (which includes any filtering). Once SEEME spots are sent to the
user, they are then processed by the RBN module in the normal way and so
may also result in a standard RBN spot being sent to you as well - if
any filtering lets it through and the minimum respot time allows.

The default minimum respot time is set to 30 minutes at the moment.
There is some discussion about reducing that to something like 3
minutes. Feel free to contribute to that discussion.

At the moment it is a global parameter that affects *all* users of that
node. It may be possible to change this sometime in the future.
