[Dxspider-support] R: R: CTY-3226 Country Files - 13 July 2022

In the mojo branch, use /spider/local_data. The whole point of
/spider/local_data is to allow sysops to update the prefix (and other)
data without interfering with the data that I maintain in git. For the
master branch sysops: continue to use /spider/data.
