[Dxspider-support] WCYclue

The crucial problem here is that there has _*not*_ been a WCY update 
since 15h00 on 31st May.

The secondary problem is that because no WCY has been sent recently, the 
WCY spot queue in RAM is empty after a restart and, for some reason - 
yet to be determined - sh/wcy does not fall back to reading the stored 
data automatically. Just for added spice: if the RAM cache has been 
emptied (because it was out of date), it will automatically read the 
stored WCY files.

Hey ho. Oh, the joys of writing software and - crucially - allowing 
other people to use it.
