[Dxspider-support] Tons of russian spots

Hi Kin,

This is a good idea, but it would be nice to have into Spider a command 
to lock out incoming connections from specific IP addresses (as 
set/lockip <IP number>), similar to the set/lockout for blocking 
specific callsigns.

Dirk, how do you think about ?
