Luc,
BadIP is used at *application* level, not TCP/IP, so it is more than advisable to enable it in the dxspider crontab:

30 * * * * spawn('cd /spider/local_data; wget -qN http://www.dxspider.net/download/badip.torexit')
30 * * * * spawn('cd /spider/local_data; wget -qN http://www.dxspider.net/download/badip.torrelay')

just upgraded the test machine, the spawn-problem is gone here 😄
I'm not doing any badip things on pc's, that's something that is handled by the router/firewall in the network (mikrotik/routerboard) sorry cant help you with that 🙁
